CARES ACT:
HIGHER EDUCATION EMERGENCY RELIEF FUND (HEERF)
Introduction:
The Coronavirus Aid, Relief, and Economic Security Act or, CARES Act, was passed by Congress and signed by President Donald Trump on March 27th, 2020. This bill allotted $2.2 trillion to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic. Of that money, approximately $14 billion was given to the Office of Postsecondary Education as the Higher Education Emergency Relief Fund, or HEERF.
HEERF - Student Aid Portion
The CARES Act Higher Education Emergency Relief Fund-IHE/Student Aid provides funding to institutions to provide emergency financial aid grants to students whose lives have been disrupted, many of whom are facing financial challenges and struggling to make ends meet.
Students cannot apply for assistance directly from the U.S. Department of Education but should contact their institutions for further information and guidance. Institutions have the responsibility of determining how grants will be distributed to students, how the amount of each student grant is calculated, and the development of any instructions or directions that are provided to students about the grant.
GUIDANCE TO STUDENTS
- The CARES Act Higher Education Emergency Relief Fund-IHE/Student Aid provides emergency financial aid grants to students whose lives have been disrupted by COVID-19, many of whom are facing financial challenges and struggling to make ends meet.
- The funds must be used to cover expenses related to the disruption of school operations due to COVID-19 including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, health care and childcare.
- Cutting Edge Academy determined that all students were equally affected by the COVID-19 pandemic, since their education was disrupted by a school closure for in-person instruction and continuing via distance education on temporary bases.
- The award amount of the HEERF grant for each eligible student will be determined by dividing the total grant amount received by the number of eligible students.
- All students will receive a HEERF grant application via email making them aware of the opportunity.
- HEERF grants will be distributed to students in a form of checks that can be picked up in person or can be mailed upon request.
WHO IS ELIGIBLE?
- Only students who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), may receive HEERF grants.
- The criteria to participate in programs under Section 484 of the HEA include but are not limited to the following: U.S. citizenship of eligible noncitizen; a valid Social Security number; registration with Selective Service for male students; a high school diploma or GED or completion of high school in an approved homeschool setting.
- If a student has filed Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in programs under Section 484 of the HEA.
- Students who have not filed a FAFSA but who are eligible to file one also may receive HEERF grant.
- Cutting Edge Academy has determined that students must meet the following criteria to receive funds from the HEERF grant:
a) Complete Free Application for Federal Student Aid (FAFSA) before submitting a request for reimbursement of the costs related to the disruption of school operations due to the COVID-19 pandemic
b) Must be enrolled in a Title IV eligible program (Cosmetology, Barbering or Skin Care Specialty)
c) Must maintain satisfactory academic progress
d) Must be in attendance at any time between March 13, 2020 and July 22, 2020
e) Students starting school after July 23, 2020 when regular in-person instruction resumed are not eligible to apply and receive HEERF funds
